0:00 So, my big message to any student out there is that whatever you might be interested in, 0:07 if you like working with your hands, NASA needs you, and that's what these state hubs are all about. 0:11 You know, we really need everyone from mechanics to seamstresses. 0:15 We need people who like to weld, and we like people who 3D print. 0:19 So all of these jobs, you do not need a college degree to do it. 0:24 That's Elaine Ho, NASA's Associate Administrator for the Office of STEM Engagement. 0:29 She's here to talk about a new NASA-led initiative called State Hubs. 0:33 State Hubs aims to streamline pathways to the aerospace industry for people who work with their hands. 0:39 It could open doors for people who may have never pictured themselves working in aerospace. 0:43 How? Let's talk about it on this episode of Small Steps Giant Leaps. 0:55 Welcome to Small Steps Giant Leaps, the podcast from NASA's Academy of Program, Project, 0:59 and Engineering Leadership, or APPLE. 1:01 I'm your host, André Salmeida. 1:03 I'm privileged to be joined by Elaine Ho, who leads the Office of STEM Engagement at NASA. 1:08 Elaine, thank you for being on the podcast. 1:10 It's great to be here. 1:11 Thank you for the invitation. 1:13 So please tell us a little bit more about what State Hubs is. 1:16 Sure. So this past August, NASA, through the Office of STEM Engagement, we launched the State Hubs Initiative. 1:22 And the goal of the State Hubs is to get more students into highly skilled manufacturing jobs that are going 1:28 to contribute to our country's space missions and aerospace missions. 1:32 So we've invested $10 .5 million across seven states. 1:36 So it's Florida, Texas, California, Minnesota, Utah, Georgia, and Colorado. 1:42 So each state has an organization that we've tapped to be the state hub lead. 1:47 And these leads are going to serve as conveners, bringing together a space in aerospace companies, 1:53 community colleges, high schools, state workforce systems, 1:56 all so that states can open more doors for more students and 2:00 they can accelerate their transition into these high-demand, 2:04 skilled technical jobs that NASA and our industry partners need. 2:08 Yeah, when people think about careers at NASA, they think about scientists, engineers, astronauts. 2:13 What other technical roles are also important? 2:16 Yeah, that's absolutely right. 2:18 You know, at NASA, obviously we rely on our scientists, our engineers, 2:21 and our astronauts, but we literally don't leave the ground without our technicians. 2:26 So we need welders and machinists and electricians and other technicians who will handle propulsion testing, 2:34 spacecraft assembly, wind tunnel testing and things like fabrication. 2:38 You know, one example that I like to give is the job of a spacecraft hard disk technician 2:43 who handles all the wires throughout the spacecraft. 2:46 You know, I learned, and you might know this already, 2:48 but I learned that the Roman Space Telescope that 2:50 we just launched a few weeks ago has over 45 continuous miles of wires throughout its entire structure. 2:57 And the Orion space capsule is the same way. 3:00 These wires are like the nervous system of these incredible structures. 3:03 And because spaceflight demands, we have zero room for error, we need flawless execution, 3:09 that laying and routing of the wire is a highly manual process. 3:14 And so we need more people to crimp, to solder, 3:17 to route these wires with incredible precision as we launch our rockets and telescopes. 3:22 But these aren't the only jobs out there. 3:25 there's lots of other kind of hands-on opportunities, 3:27 and it's exciting, I think, for people to realize 3:30 that these mission-critical careers don't require a four-year bachelor's degree. 3:34 You can come right out of high school, 3:36 you can get trained at a community college or trade school, and you can step right into these kind of roles. 3:40 It really does take a village, huh? 3:42 It absolutely does, and these technicians are really critical to our missions. 3:46 So what challenge is NASA trying to meet with state hubs? 3:49 Yeah, you know, if this problem of growing this manufacturing talent was easy, 3:54 we wouldn't be here talking about it today. 3:56 Through these state hubs, we actually are trying to solve three major problems. 4:01 So the first one is that our country has a major talent gap when it comes to the skilled technical workforce. 4:08 You've already pointed out that when people think of NASA, they think of astronauts and scientists and engineers. 4:13 And we absolutely need people to imagine and design and to research the future of space exploration. 4:20 But sometimes we forget that we also need people to build it. 4:23 You know, our missions depend on the people who manufacture parts and assemble systems and test hardware 4:28 and maintain our infrastructure. 4:30 And right now, if we look across the landscape, 4:33 our country's space economy is really growing rapidly and our NASA missions are expanding. 4:39 And so demand for these skills are really growing across the space and aerospace sectors. 4:44 So data tells us and workforce assessments tell us that NASA 4:48 and our industry partners consistently identify the skilled technical workforce as one of their highest needs 4:54 and one of the hardest to fill. 4:56 So our state hubs are gonna be designed to start to close that talent gap. 5:00 So that's the first challenge that we're trying to tackle. 5:03 I think the second problem that we're trying to tackle is the simple one, but it's incredibly important. 5:08 It's that a lot of students just don't realize that these still skilled technical workforce roles even exist. 5:14 And if they do know they exist, there's a misperception about it. 5:16 And honestly, it's not entirely their fault because, you know, 5:21 when students hear about NASA, they see about NASA, they see the astronaut front and center, 5:26 they hear about the scientist engineers and no one ever talks about the huge range of hands 5:31 on highly technical careers that keep our NASA missions really moving. 5:35 So on top of that, there's a persistent myth that these technical jobs are on a dirty factory floor, 5:42 but that's just not the case. 5:44 So, you know, those wire harnessers, 5:46 as I talked about, those technicians that handle all of this elaborate wiring on our spacecraft, 5:52 as you know, they're done in a clean room. 5:54 They're done with precision instruments. 5:56 They're done in our, what we call bunny suits, 5:58 so that recovered from head to toe, blasted to make sure that no debris or anything gets on the equipment. 6:05 I mean, these are the environments where you're assembling a spacecraft, 6:08 where you're working with advanced materials, 6:10 you're running these specialized tests in these spaces that I think resemble more a sci-fi lab than anything else. 6:16 So, when a student, though, doesn't know about these jobs or they can't see that pathway, 6:22 they can't imagine themselves in them. 6:24 So part of that work with the state hubs is simply making these careers more visible, 6:29 showing these students that these jobs are real, they're meaningful, and absolutely within reach. 6:34 And I think once they understand what's out there and how they can actually enter into these fields, 6:39 we can spark interest, build their skills, and ultimately strengthen the pipeline of the future talent. 6:44 So that's the second problem we're trying to solve. 6:46 And finally, the third big challenge we're looking to solve with our state hubs is that stakeholders 6:51 who are building these pathways into these types of jobs, they often are operating in their own lanes. 6:58 So what do I mean by that? 7:00 Employers, high schools, community colleges, state workforce programs, 7:04 they all are doing fantastic work, but sometimes they're not doing it together. 7:08 Because right now what we're seeing is sometimes industry standing over here and saying, hey, 7:12 the schools aren't producing enough graduates with the skills that we need or maybe not enough graduates. 7:18 On this side, then you have the educators saying, well, we can't develop a curriculum. 7:22 We can't recruit students until industry tells us exactly what they need and how they're going to hire them in. 7:28 And then the larger question in the backdrop is do these efforts even line up 7:33 with the state's economic development plans? 7:35 So all to say, everyone is working incredibly hard, 7:39 they might not just be working part of one integrated and coordinated system. 7:43 And that's where an ecosystem approach like the state hubs could make all the difference. 7:47 And you've had conversations around these topics with leaders, with community leaders, industry. 7:52 Absolutely. When we talk about this, 7:55 and we highlight what the problem is, and again, 7:58 if this was an easy problem to solve, we wouldn't be talking about it. 8:01 But when we really try to drill down what the problem is, 8:04 that's what those three things is what we consistently hear about. 8:08 And we think that this state hubs and the way that they are going to bring these entities together 8:13 to solve the problems together will really help to make a dent, 8:17 and specifically for our space missions and for our aerospace missions. 8:21 You've described NASA as being a catalyst and convener in all this in this effort. 8:26 What does that look like in practice? 8:28 Yeah, so I talked about how we're investing in this ecosystem approach and you talked 8:33 about us being a convener and catalyst. 8:36 I think we're going to be a convener because we are going to help state hubs bring together all the necessary stakeholders. 8:42 And we're going to be a catalyst because we're going to help them do it faster. 8:46 So the goal for these state hubs is to bring together the different players in their state to kind 8:51 of overcome that disconnectedness I talked about. 8:54 So that you have industry employers, community colleges, high school CTE programs, 8:59 and CTE stands for career their technical education programs. 9:03 You're gonna bring state workforce organizations all to the same table, 9:07 all working collectively to solve the same problem. 9:10 And I wanna clarify that it's not just engaging one company, 9:14 but how can we engage an entire sector in that state of all the space companies there? 9:20 It's not just about having a program with one community college, 9:23 but what would it look like if we brought an entire education system of that state and all 9:28 of this being aligned with the state economics development strategy. 9:31 So if that's kind of the concept of this hub, 9:34 then you'll have NASA's office of STEM engagement coming on alongside our state hubs to give them a boost. 9:40 So we're going to provide technical assistance. 9:42 We're going to offer our hands on student opportunities, like our internships. 9:46 We're going to connect the state hubs with our current grantees, 9:49 like our space grant consortia that's in every single state. 9:53 And then we're also going to connect the state hubs with our NASA centers and our mission directorates 9:57 to ensure that they're doing the work of building this workforce that's contributing directly to our mission needs. 10:04 And then we're also going to bring in other federal agencies like the National Science Foundation 10:08 and the Department of Labor, who are also focused on building the skilled technical workforce for the space 10:13 and aerospace sector. 10:14 So all of that put together is why I think we play a really important role as a convener and a catalyst 10:19 for these hubs. 10:20 So it sounds like flexibility is really important here. 10:23 Just how much flexibility do the state hubs or will the state hubs have? 10:26 A great deal because we recognize that each state has different companies different education systems 10:34 Different existing programs and we want them to have the flexibility to leverage the resources and systems 10:40 that work best for their state You know as you heard the list of states You know that some 10:44 of those state hubs have a NASA Center in their states others don't But just because some 10:50 of those states don't have a NASA Center and it doesn't mean that they have a disadvantage actually, 10:55 if you look at a map of our supply chain for just our Artemis program alone, 11:00 you'll see that there are suppliers in just about every single state. 11:04 So take Georgia, for example, where we have a state hub. 11:07 In Georgia, the aerospace products is their number one export, and there's over 500 aerospace companies in Georgia. 11:15 So that's a lot of demand for talent with that many employers. 11:18 So Georgia is going to leverage something different than maybe a California will. 11:21 But every hub is going to be working towards the same goal, even though they have this flexibility. 11:27 So that's why they're not only going to leverage the unique resources in their individual state, 11:31 but NASA is going to bring them together as a cohort. 11:34 And when we bring them together, that's when they can share best practice, 11:37 learn from each other, and really accelerate the outcomes. 11:40 It sounds like an exciting time to be a student. 11:42 Every time I get a chance to meet these students or go back onto any kind of campus, I get that same feeling. 11:48 I love it. 11:49 What do you hope success looks like for state hubs? 11:51 Yeah, so ultimate success means that we are fundamentally transforming how this manufacturing talent 11:59 for our space missions is developed in our country. 12:02 So you know, on a national level, 12:03 there's actually a 1 million worker deficit across the aerospace and defense industry 12:09 and certainly a subsection of that is this technician workforce. 12:13 So success to me means directly closing that talent gap by widening 12:18 or opening accessible pathways into these high demand careers. 12:22 I think if you look at success from the viewpoint of NASA and our commercial space partners, 12:27 success looks like rebuilding our core competencies. 12:30 That's what our administrators talked about is how can we regain our core competencies. 12:34 So success would be, you know, strengthening our core competencies, strengthening our space industrial base. 12:40 And we'll do that when our state hubs act as these strategic conveners that I talked about, 12:45 really uniting companies, educators, state agencies into this seamless ecosystem. 12:50 And then I think success has to, we have to look at success from the standpoint of our students, 12:55 you know, on an individual level. 12:57 I think success is a student earning those credentials or completing an apprenticeship 13:02 or stepping into a great paying manufacturing job for NASA or one of our industry partners, 13:07 knowing that they have helped build a piece of hardware that it's headed for the low earth orbit 13:13 or headed through the moon. 13:14 So for any student listening or anybody who wants to return to school, 13:18 return to education, what can they look forward to or what should they do to prepare as state hubs build up? 13:24 Yeah, so my big message to any student out there is that whatever you might be interested in, 13:30 if you like working with your hands, NASA needs you and that's what these state hubs are all about. 13:35 You know, we really need everyone from mechanics to seamstresses. 13:39 We need people who like to weld, and we like people who 3D print. 13:43 So all of these jobs, you do not need a college degree to do it. 13:47 And as our state hubs roll across our seven states, 13:51 I would encourage individuals to keep our eyes out for programs forming at your local community colleges 13:57 in your high school CTE. 13:59 Again, that stands for Career Technical Education Programs. 14:02 Keep a look out at your state workforce boards. 14:05 You know, look for ways to learn while you work. 14:07 So things like pre-apprenticeships, registered apprenticeships, 14:12 co-ops, internships that are done in direct partnership with your local NASA Center, 14:16 or if you don't have a center in that state, one of your local regional aerospace employers. 14:22 And I will say as a quick aside, if you are not in one of the states where we have a state hub, 14:26 I encourage you to look up our Space Grant Consortium. 14:30 Again, we have a space grant at every single state and you'll find some resources there too. 14:35 Excellent. We will link that in the podcast transcript. 14:38 So it sounds like state hubs will really speak to those who might have thought that maybe 14:42 they weren't good enough for the aerospace industry when in fact they are and they were the whole time. 14:48 One of the things that I personally am excited about is as I go across the country and I meet the students 14:54 who are doing this work, I get to hear their stories. 14:57 And some of the stories that I'm hearing somewhat consistently is they tell me that, you know, 15:02 when I was in high school or grade school, I was told that I wasn't good at school. 15:06 I wasn't good at math. 15:07 I wasn't good at science. 15:09 But then for whatever circumstances they got into this community college program, 15:13 they got into this apprenticeship program, when they started learning by doing, 15:18 when they started learning with their hands, it all made sense and they really love their job. 15:23 We're trying to feature more and more students who have become these technicians. 15:27 You know, you'll take a look at some of our videos that we're going to put out, 15:30 some of our other content that we're going to post. 15:32 But you'll see that they truly have a passion for this kind of work. 15:36 And I think with this state hub initiative, 15:38 we're going to reach students who never thought they could be a part of the space workforce. 15:42 Wonderful, lots of giant leaps ahead, hopefully. 15:44 And that's what I want to close out with you is Elaine, what was your giant leap? 15:48 No, I knew that you were going to ask this question. 15:50 You asked this question of all your guests. 15:52 And so when I thought about it, I recognize that I've been so fortunate to have multiple giant leaps in my career. 16:00 And for me what connects them together is not necessarily the title that I held at the time 16:06 but really the opportunity to have a and make a greater impact. 16:10 One giant leap for me was when I was serving in the White House in the Office 16:14 of the First Lady had the opportunity to work on a global girls education initiative. 16:18 You know another time I got to serve in the Office of the Vice President and the National Space Council and 16:23 I could help shape education and workforce issues for the space sector for our country. 16:28 And then another giant leap was ultimately coming back to NASA and being in this role, 16:34 serving as the associate administrator for STEM engagement 16:37 with this incredible opportunity to influence how we build the space workforce that we need for the future. 16:43 So for me, each one of those giant leaps gave me a different platform and a different way to contribute. 16:49 I don't necessarily think of a giant leap as in climbing up the ladder. 16:52 It's more moving towards different roles where I can make a bigger difference. 16:57 Excellent. Well, thank you, Elaine. 16:59 We're glad you could join us to talk about state hubs. 17:01 Yeah, this has been a fun conversation. 17:05 That's it for this episode of Small Steps Giant Leaps. 17:08 For more on state hubs and other resources from NASA's Office of STEM Engagement, 17:12 visit nasa .gov slash learning dash resources. 17:15 There you'll find opportunities for internships, tools for educators, and activities for students of all ages. 17:22 For a While you're there, 17:29 check out our other podcasts like Houston We Have a Podcast, Curious Universe, and Oniveraso Curioso de la NASA. 17:36 As always, thanks for listening. 17:51 This is an official NASA Podcast.
